Varese, in the Italian region of Lombardia, and Racice, Czech Republic, were the two bidders for this event. Racice, near Prague, recently hosted the 2009 World Rowing Under 23 Championships and the 2010 World Rowing Junior Championships. However, considering their responsibilities during the Olympic year 2012, and their respect for the bid of Varese, Racice withdrew their bid. Championships were therefore attributed by acclamation to the Italian Rowing Federation. Varese has hosted the Coupe de la Jeunesse in 2007 and many national and international regattas.

During the meeting, the organising committee of the 2011 European Rowing Championships from Plovdiv, Bulgaria presented an update on their preparations.

In addition, the General Assembly attributed the first-ever 2011 European Rowing Junior Championships to Kruszwica, Poland and the second European Rowing Junior Championships in 2012 to Bled in Slovenia.
